The Council-Manager form of local government combines the strong political leadership of elected officials in the form of a council with the strong managerial experience of an appointed local government manager. The Town Manager is appointed by the Town Council, who in turn appoints and manages all other Town department directors.
The Town Manager is the chief administrative officer of the Town of Fairfield, and is responsible for the management of all Town affairs as provided for in the Town Charter. The Manager, working with individual department directors, is also responsible for the performance of the following Town departments:
- Town Clerk
- Treasurer
- Assessor
- Planning & Development
- Health and Welfare
- Human Resources
- Police
- Fire - Rescue
- Public Works
- Public Library
The Town Manager's primary responsibilities include providing and maintaining the essential Town services through the efficient and effective management and operation of the Town under the direction of the Town Council.
In addition, the Town Manager assumes responsibility for:
- Providing information to the Treasurer in preparing the annual municipal budget;
- Overseeing day-to-day operations;
- Hiring, supervising, evaluating, and disciplining personnel under his/her authority;
- Developing and administering Town policies and procedures;
- Recommending policies or programs to the Town Council;
- Attending and participating in Town Council meetings, as well as providing information for the Council agenda to the Town Clerk for preparation;
- Ensuring citizen complaints are handled in a timely and professional manner;
- Representing the Town at inter-governmental meetings, and serving on a variety of boards, committees, and commissions
